I've seen PRNDL in Japan, Hong Kong, Thailand, Korea, and Russia. I'd guess it's universal.

I'm pretty sure it's universal. Actually, Torch wrote an article a while back about why it's PRNDL and not NDLPR, even though it's technically possible.

My buddy's mom did this when I was in 8th grade. Worse yet, she did while driving, having stopped paying attention to the road while talking to her son. He recounted the story to me while we were driving down the very street with his mom. It was the only time I openly laughed at someone's parents in their presence. How could you not though?
